In-person and online

5/27/2025 10:30 AM

As governments explore giving investors greater control over their data, the Canadian Securities Administrators (CSA) hosted an open forum with industry, technology, legal and regulatory experts to explore the potential impact on the investment industry.

Panelists included:

  • Abraham Tachjian, Director of Open Banking, PwC
  • Brigitte Goulard, Senior Counsel, Torys
  • Matthew Unger, CEO, iComply
  • Ryan Clements, Director, Advanced Research and Knowledge Management, Alberta Securities Commission
  • Zach Masum, Manager, Legal Services, BC Securities Commission

Background

Early in 2025, the CSA launched its Collaboratory, which is a mechanism to explore the regulatory implications and investment market impact from new technologies and business models. It is a space for collaboration and engagement between regulators, market participants and innovative businesses that will enable testing of new ideas under real-world conditions.

The CSA Collaboratory’s first test is considering issues raised by data portability, with a focus on electronic know-your-client practices (eKYC). The test seeks to gather information related to:

  • The use of data portability in mitigating investor risk
  • Privacy and security concerns
  • Possible regulatory barriers affecting the development of data portability solutions.

More details about the test, including consultation questions, are provided in CSA Multilateral Discussion Paper 11-406 CSA Financial Innovation Hub Introduces Collaboratory and Data Portability Test.

A recording of the Vancouver forum is available on the CSA website.
